ICANN is the wrong place to send it. Send them a copy as an informational attachment - the right people to complain to are the US department of commerce - specifically the ntia at www.ntia.doc.gov. Remeber ICANN is a sub contractor of the US government, it is the DOC who is master and therefore whom complaints should be directed too.
