Just double checking my understanding of the various rules and regs for
domains.

com - net - org: are global domains. Anyone anywhere can set one up.

co.uk and org.uk: The name servers and IPs can be anywhere in the world. But
what about ownership. Does the 'owner' have to reside in the UK, or can they
live anywhere. In other words. are these too global domains, as the rules
would imply. The rules and agreements are not clear on this - or I am
missing something important.

ca:  You have to be a Canadian business, resident in Canada.
