This is no way intended to "stir up" trouble, I just wanted to pass on my 
observations.

I've sent this off to support, but I figured I'd post a revised version 
here for all who care to read :

we can reproduce the error faithfully now.

criteria for FAILING:
1. pre-register while upgrading from a 3rd level (domain.xx.ca) to a 2nd 
level (domain.ca)
2. choose to discard the 3rd level name after the upgrade is complete.
3. get a message from support with domain.ca as the key for the domain 
(notice the lack of .xx.ca)
4. get the "Whois response:Domain does not exist" error from the page 
https://rr-n1-tor.opensrs.net/preregcira/index

the registration will also fail if you use the "second password" sent for 
the .ca order (you get 2 passwords / emails on an upgrade)

that's cus its trying to lookup the .ca and not the .xx.ca in the whois 
database it SHOULD be sending the .xx.ca in the message as the domain 
because you cant pre-register a non existent name.

criteria for PASSING:

1. pre-register while upgrading from a 3rd level (domain.xx.ca) to a 2nd 
level (domain.ca)
2. choose to KEEP the 3rd level name after the upgrade is complete.
3. get a message from support with domain.xx.ca as the key for the domain
4. upgrade works perfectly

Thats OpenSRS's bug to fix, as for CIRA as of 4:00pm MDT they seem to have 
died... the pre-reg script give the famed "document contains no data" 
error.  I've said before if they'd just "unpretty" the pages by removing 
the graphics and the redundant 350+KB agreement from the confirmation page, 
(its been agreed to already on the RSP's site) the load on the server(s) 
would be reduced...
