They do offer more then one model of Cobalt server., but yes it should work ok.  Many people on the list use them with no trouble.  I have even looked at getting a few myself, but plain old computers are still cheaper to build.  Did you look at their linux solutions price list?

I'm having a hard time getting additional information from the sales guys at dialtoneinternet, a colocator in Florida.  Does anyone have experiences with this company?  Can my opensrs code work on these Cobalt boxes? If so, are you satisfied with Dialtone?  If not, what are viable alternatives?
