It is exist. Exactly as you describe it.
On my system it is happened on each try to register
something after reboot of server. Next try always
successful. But it was few times not after reboot...
BTW that is on v.2.0.1
Only one assumption is slow loading of crypto module to memory
on slow servers. After few weeks of trying to locate error i
still didn't find answer.
IMHO that's Perl performance issues...
