A little confused here.. re CA domains

Regarding CA domains.

Is it now OK to switch the 1 to 0 in the conf file?

# Set this to 0 (zero) once the .ca pre-registration period is over
$CA_PREREG_PERIOD = 1;

Is it ok to start registering CA domains...?

There seems to be a lot going on counter to what I read in the docs....
