You get charged one year for a transfer, the registration period of a
transfer is equal to "1", as the years already added to the life of the
domain have been paid for.

Yes, they can be done at any time - the lifespan of the domain can never
exceed 10 years.

http://manage.opensrs.net is a customer facing version of manage.cgi with
no modifications.  Some of our RSPs do not utilize the client code, and
must use this to do modifications.

You can use manage.cgi and modify it aesthetically to suit your purposes -
it is exactly the same as http://manage.opensrs.net/
