openSRS RSP & CIRA registrar?

Hello,

I've been looking at some registrars for .ca domains, and I've
noticed that a lot of the registrars on the CIRA site,
http://www.cira.ca/cira/public?LANGUE=en&REGIS=o
seem to be using the openSRS reg_system.cgi system.  Is it possible
for an openSRS RSP to be a CIRA registrar?  Would they have their own
CIRA queue, or be a part of the openSRS CIRA queue?
