Hello Forbes,
I don't think anybody "force uploaded" anything to you. I notice you're
using Outlook Express, which has an annoying habit of "suggesting" that a
certain language resource be installed if it detects certain characteristics
of the message. There is a check box to specify that OE should "never
install language resources". Perhaps you should check that box and chill
out a bit.
