The Registrars were not using any form of central registry for the
queue. Each was compiling their own 'queue', without any form of
coordination on the part of CIRA. (this was explained in the CIRA
docs to each Registrar).
This will change, once the queues are completely processed... sort
of. Until the queues are processed, Registrars can still take
'orders' in their own internal queues even today (some might not be).
In the end, there will be a central 'system'...
