I contacted register.com. It seems there *is* an email they send out to the admin contact:
Dear Scott,

Thank you for your inquiry.

You must respond within 48 hours in order to transfer your domain name.  If you do not respond within that time
(from the time it was sent to you) then  you won't be able to access the link.  Please reread the emails sent to
you on 11/01/2000 and 11/17/2000.  It is explained in the emails that you have a certain amount of time in which
you are to answer.
IIRC register.com transfers almost always require a resubmit (2 tries).

Something to do with the way they auth on their end.
