This question is getting tiring to answer  :)

The FTC has issued a statement warning consumers about preregistration
services, especially since the registries have NOT finalized contracts
with ICANN, and that the ICANN approval is PRELIMINARY, and not final.

No policies have yet been announced or finalized, so no one can say
with any reasonable level of certainty whether a particular domain
will be available for general use, through whom it would be available,
or what the price would be for the registration.

ICANN's Names Council has also issued a statement warning consumers
about preregistration services, and why they are a shady proposition.
