changing appearance via templates

at the moment it seems unnecessarily cumbersome
to change the appearance of the templates:
not only are styles not grouped in style sheets,
the tags are also applied incosistently, often
without "" for attributes and without # for colours.

is this improved in the release of the 15th of december 2000 ?
