Transfer Status

Is there a way to tell the transfer status via the TCP/IP API, i.e. from 
the Perl scripts for example,
so that the end user could see the status of the transfer? I am talking 
about the states such as 'Pending Owner Approval' and 'Pending Registry 
approval',
