Yes, Equifax certs are $99...retail. I think the point being made here is that it would be nice for a reseller to be able to at least offer the certificates at the same $99 price point without having to do so by selling the certs at cost. The OSRS Certs project has been presented as a wholesale offering. As such, it's not terribly competitive, since you can buy the same basic product retail for the same price.
