That "news" release is quite misleading.
Network Solutions Registrar has well known holes (they have for years) in
their e-mail modification system and fax authorization system. These are
problem with NSI Registrar, not all other registrars as the article
suggests. By the way, it appears the article is a thinly disguised press
release for snapnames.

Its a function of the registry where any registrar can place a
"registrar-hold" on a domain. OpenSRS does not pass this through to the
RSP's.
