I have a number of clients who are non-profit organisations outside the US
who use .org
Some are well known international aid agencies (this was the field I worked
in before going into the hosting and domain business)
How are they supposed to prove they have non-profit status as they are
registered by governments in different countries (i.e. they will not all
have 501(c)3 status in the USA)?
Who is going to check the paperwork and how would we know it was genuine?

In the UK its easy to regulate the reserved second level domains:

.ltd.uk  can only be registered by companies of the same name (you can do an
online search of companies house)
.net.uk can only be registered by network providers (must have their own IP
block - can be looked up at RIPE)

With .org I suspect any attempt to regulate would be completely unworkable.
