Including php in base.html

Goodness, gotta get out of these books!

I must pull the reg_system.cgi either with or from php with a php header.php
file.

Can't see perl really doing this, but how can I make it actually PROCESS a
base.php file include in reg_system.cgi instead of base.html?

Calling the script from a page with my headers is easy enough the first time
with vitual('reg_sys.cgi') but the next screen loses the header - of course.
