No, the new languages are not available (yet) and the client code may not
be released in time for the release of the new launguages on April the
5th. It will be very shortly after that, however. I'm working on
releasing JUST the 'RACE.cgi' script so resllers can run that locally
(instead of going to http://www.opensrs.org/RACE/); however, it will be a
while longer for the whole client code (we have to undo all the previous
code points - Chinese, Shift-JIS, etc - and put the code exclusively to
UTF-8 en masse).
