OpenSRS server problems?

I'm trying to place a transfer through the client scripts, which are
crawling slower than a snail's pace.  When I get to the "Registration
Verification" page (after about 30 minutes) and click "Order Now!"
button and wait about 10 minutes, I get redirected to the initial
reg_system.cgi page instead of the "Order Processed" confirmation.

Did I miss a scheduled outage notice?
