The administrative contact has always had more power than the billing
contact for domain transfers than the billing contact in the OpenSRS system.
In fact, the billing contact has no power. By definition (well, our
definition, anyway) the Administrative Contact is granted control over the
domain name by the Registrant (as defined by the Organziation field.
