Correct. Here is an example of the WHOIS information of a site registered
with an OpenSRS reseller:

   Domain Name: DEDICATEDCO-HOST.NET
   Registrar: TUCOWS, INC.
   Whois Server: whois.opensrs.net
   Referral URL: www.opensrs.org
   Name Server: SG2.DEDICATEDCO-HOST.NET
   Name Server: SG22.DEDICATEDCO-HOST.NET
   Updated Date: 02-apr-2001

Yes. You get a bunch of perl scripts that you can install on your own
website that interfaces with the OpenSRS system to register domains. The
basic package is not a turn-key solution, however.
