Good point.  The only thing I can say is that at least 
the "barrier to entry" is fairly high.  It takes a bit 
of thought to understand exactly how Spamcop works and 
to get things set up properly.  Once configured, if the 
user takes the time to check out messages and only report 
real honest-to-God SPAM, it's quite powerful.

I use it on my personal mailbox, and on my wife's.  I
seldom actually report SPAM with it; I just log on once
a week or so, sweep the held mail for keepers, and then
do a mass-delete.  I've found it to be more than 90%
accurate at identifying and stopping SPAM.

WXW's right, though; it's frighteningly simple to report
a message as SPAM, and it doesn't take too many morons 
like Lynn has encountered to make admins start to ignore 
the reports.
