In that case - I would make sure that you send them some info on how to use
the cert - full step-by-step instructions on how to apply for it,
documentation required, where to send it - how to get it, and how to install
it into various servers etc.

It could even be an automated email. I would "personalise" the info in the
email - based on the info they enter when purchasing the "service" e.g.
Server Name etc. into the implementation instructions.... - that makes it
customised service - not just downloading a proforma - which could be deemed
to also be a "product" rather than the service designation you are looking
for.

But I think you wil have to actually provide some sevice to them - and hey -
the cert is free!

I know I'm not operating in Canada, but we have a Government and Tax
department here too ....

Sell some service - e.g. "certificate registration consulting" - for $much
and give the certificate to the client for free :-) Then you are selling a
service.
