Agreed, some of the code isn't all that great - but I find the W3 site
rather stickly. It complains about not using ALT tags (which I don't
remember being a requirement, although "RFC" might state otherwise) and
the formatting of the comment tags.
There is an omitted TR tag, which (if I remember some browsers well) can
cause a table not to render properly and make the page unviewable.
You should try the alternate page at
http://www.opensrs.org/contracts/bcontracts.shtml
You can get the contracts directly here:

http://www.opensrs.org/infoexhibita.shtml
http://www.opensrs.org/bizagreement.pdf

To be perfectly honest (and I know this is our problem to fix, which I
will work to do so...) it will take you less time to download a browser
which works with this site (i.e. lynx) to get the files than it will for
me to get the site fixed up properly.
I know the site sucks, but sometimes you have to be creative ;) I promise
to get an iniative started (and accelerated) that will solve this problem.
We finally got SSL working on as many browsers as possible, let's take a
step back and do something simpler - HTML :)
