You can transfer single domains through the API. I would suggest calling
reg_system.cgi with an action of "check_transfer" and then walk through
the process for the procedure that reg_system.cgi uses.
If you are creating your own scripts, I would suggest asking on the
dev-list since that is where all of the developers are at.
