I can go further than that. I actually just copied the text that they
show on the form screen for a domain transfer I pumped through on behalf
of my client.
I think Register.com goes beyond a default NACK by actually choosing
wording that is designed to scare the client into staying. I'd be
interested in what you think.
First screen that appears when you click on the provided link in RCOM's
email. (The one where they offer for you to stay for $12 US.)

the statement to indicate that you agree to the terms and conditions
associated with transferring your domain name.
Then click �I Agree� to continue.
I understand and agree that if I authorize the transfer of registrar
request I will lose access to all register.com

Services.
Please note: this authorization process must be completed within 3 days

I think that many clients will have no idea whether they're using Email
Services, FirstStepSite, FirstStepPortal or RCOM's DNS Services. I
think many will have a knee-jerk reaction of "I don't want my email to
go down!"
The second screen is a little less fearful but I think you can see why
if they had the choice they'd rather have us click those ominous button
choices than do it themselves. After clicking "I agree" you get this:

So it appears that they feel if the client is leaving then they don't
need to provide good customer service. Still a default NACK with a
little FUD to go with it. Probably some of the bean counters found they
were making too much money by their current setup to ever consider
changing to a default ACK. In the case of my client the first time she
tried she renewed for one year with them for $12 by clicking on the
wrong link. She was so exasperated she told me her password on her
email etc. and asked me to do it on her behalf this time.
Now I'll have to watch and see if she in fact loses the extra year or
not as per earlier discussions.
