Does anybody know how to impose a system wide speed cap on one NIC? The machine is running Windows 2000 Server, and my ISP is complaining I upload too much, I'd like to cap upload speeds a bit. I've been able to cap IIS and my FTP server, but I cannot find a way to slow down MDaemon, my NNTP server, or anything else that doesn't support it internally. It's important that I only cap one interface, my 192.168.x.x internal (100baseT switched) network must not slow down, as I'm already pushing the limits of what it can handle.
