Newbie with few Questions

Newbie here wanting to know a few questions:

1) Can I use Perl 5.004 for the latest version of OpenSRS?
I don't have root access.  I am currently hosted by CIHost on a shared 
server.

2)  Does OpenSRS have a shopping cart type system to charge customers or do 
I have to design my own credit card authorization and billing of my 
customers?
