declined orders link - what good for?

What is expected to go there? If a transfer is declined it does NOT 
go there. I haven't seen anything go there. I would expect that it 
goes there and I can resubmit it a second time. This would help to 
avoid a lot of extra typing. Wouldn't this make sense?
