I have a ciustomer trying to register a domain.cc. He has specified two
nameservers ns.shellwebhosting.com and ns2.shellwebhosting.com . When we go
to submit the registration we get:

Failed registration: Request failed validation: Nameserver
ns.shellwebhosting.com did not respond. This may be a temporary error.Please
double check the nameserver and re-submit. Nameserver
ns2.shellwebhosting.com did not respond. This may be a temporary
error.Please double check the nameserver and re-submit.

happens all the time for this domain

whois for the base domain shows:

Connected to whois.opensrs.net
This domain is available
Registrant:
  Shellwebhosting.com
  <snip>

  Record last updated on 13-Sep-2001.
  Record expires on 09-Jan-2002.
  Record Created on 09-Jan-2001.

  Domain servers in listed order:
     NS.SHELLWEBHOSTING.COM   202.85.163.15
     NS2.SHELLWEBHOSTING.COM   202.85.163.17

So obviously the nameservers are valid as the domain is registered with them
at OpenSRS.

Does the nameserver have to respond to pings to register - is this likely to
happen because the domain server is down ?
