Why can't ICANN standardize the contact types and definitions of such?

It would seem to me that if all contacts had the same definition and
capabilities from registrar to registrar, none of this would pose any
problem. But we have under NetSol, all contacts have authority to change
virtually anything about a domain, while under OpenSRS, only the Admin
contact does. And even he doesn't if somebody calls up OpenSRS and claims to
be the rightful owner of the domain.
