Be sure you're addressing the correct port, you should be attempting to connect to port 55000, otherwise you'll get this error. Horizon (test environment) does not check IPs.... if you're pointing this to Live, you'll have to notify Support with your new IP range (don't forget to include your current range and reseller account when you email them).
