It seems that if there's a host record in NSI's database within the
domain it won't get deleted.  For example a while back I setup
nameservers for a company that later went bust.  They had the domains
ontech.com, ontech.org and ontech.net (all through NSI) which all
expired after the company's demise.  The .com and .org got deleted and
re-registered by other people, but the .net didn't.  The only
difference is that there are a couple of host records for nameservers
under ontech.net (which I think a couple of other domains are still
referencing although they're now dead).  *Maybe* if these host records
got deleted the domain would then be deleted, but I wouldn't hold my
breath.

If the the domain you're talking about has no host records under it
then it's anyone's guess as to why it hasn't been deleted.  Dealing
with NSI and trying to understand their systems can turn into a
Kafkaesque nightmare.
