I have a client that is trying to transfer a domain from a CORE registrar
(Totalnic.com) to us. The original tranfer was denied. He contacted totalnic
who said that "For security reasons, it is contrary to TotalNIC policy to
allow transfers to other registrars" - see text below. They stated that the
automated transfer policy gave them no opportunity to properly verify the
customer. They have asked my customer to send in notarised photostats of
drivers licenses etc before they will allow the transfer to proceed - all of
this done via the email address in the whois !

Now isn't there an ICANN requirement that trnasfers be allowed without all
this manual verification (it's worse than getting a web cert).
