There are lots of ways to block inbound mail. Read the documentation for your MTA, and look at using procmail for local delivery. Lots of procmail-related resources for spam trapping. Mostly, it depends on the format of the spam they're sending. If it's predicable, you can probably block it.
If you believe there's been a violation of OpenSRS's policies, you should probably take it up with OpenSRS directly. I do note that http://www.opensrs.org/Support_FAQ.shtml#AUP gives the impression that OpenSRS doesn't take kindly to its services being advertised illegally, but the ICANN documents referenced do not specifically disallow use of spam to advertise registration services, they only seem to talk about use of registration data. And of course, the only link to an OpenSRS document points to a page saying "This page has been replaced", which points to another page saying "The contracts page has been moved", which points to the normal contracts page. The gTLD contract does have paragraph 10.1b which says that no laws will be broken in the performance of the Agreement, but I can find no specific mention of what sales tactics are considered acceptable by OpenSRS. From what I can see, the bulk of the legal mumbo jumbo is in place to protect OpenSRS from liability, and not to limit the actions of RSPs. If you can demonstrate that Wideport.com/411.ca/411domains.ca/servak.net has actually broken the law, then you might be able to get the venerable Mr. Hutz to cancel the reseller agreement, but it wouldn't necessarily shut them down, and there's always the chance that pointy-hair at Tucows will quash the cancellation on the grounds that it's not a clear-cut violation of the (now apparently nonexistent) AUP. I would very much like to see OpenSRS maintain a zero-tolerance attitude towards spamming by RSPs, and actually document it somewhere rather than just having OpenSRS employees agree that spam is bad.
