Change of ownership is, in CIRA's eyes, a transfer of domain.  This is a
charge, and a year is added to the domain.

Basically you can change ownership as your perform a transfer.  I'm not
sure about timing to do a change after a transfer, but check the current
guide(s) that deal with .ca transfers for more information:
