Client errors submitted to the server never have made it into pending.
This is to prevent anyone writing their own API from flooding the system
with bad orders, even inadvertantly.  Due to this, the best solution is to
advise the client to try again (we're working on better error codes), or
even write in local checks.  The next version of the client code
(hopefully the SF release!) will have these checks locally as well.
