This means that the nameserver isn't "registered" at the registry. I've added this domain for you. Currently resellers have the ability to add "foreign" nameservers to a registry (i.e. non-CNO names to VeriSign registry, non-.info domains to .info registry). The ability to add non-.biz domains to the .biz registry will be going in sometime today.
