Yes, you can offer .tv's for one year. Premium names do not enter the OpenSRS system, the client becomes a direct customer of dotTV, and will be required to pay them (and use their system for management).
There is a small clause in our contract which points to some contracts on the dotTV site. Note that the requirement to pay for a second year if a domain is only purchased for one year does NOT apply to Tucows purchased names.
