Simon, The ability to register a nameserver via a foreign registry is typically a registrar function. We've passed this on to the reseller to allow you to service your clients quicker (instead of them asking you, you asking support, we doing to addition, and you informing your client).
The end user can still create .info nameservers in the .info registry (for example), which is a registrant function.
