I am going to
hold off on responding directly to this question until we have all the facts for
you.
As we speak we
are currently working with other registrars and the registry to ensure a
consistent and proper message is delivered to *all* stakeholders that
participated in the .biz pre-registration period.
When we have all
of the important facts together, they will be posted on our site and all
resellers involved will receive an email update.
I think we all
agree that consistency is extremely important, and I ask for your patience over
the next few weeks.

Yes. NeuLevel is returning all of the pre-launch applications for the affected domain names that it received. In order to have an application re-considered, you must reapply for the same name.
Are all biz applications still pending cancelled?
