I have had it take anywhere from 3 to 10 days before changing the IP address of a registered name server takes effect. I believe this is because the root nameservers must be updated. They may each be updated at different times so that both IP's will get resolution requests for a period of time. Best if you have DNS Servers at both IP's (old and new) in service during the transition.
