Nope. The names do not belong to the registrars to be distribution them how they please. They should be deleted so that they can be registered at any registrar. Ask yourself the following: Should NSI be allowed to hoard expired domains? With a few exceptions, they've been releasing names properly. When 121.com or recliners.com dropped a few days ago, NSI didn't make backroom deals to control the names.
