Perhaps domain registration could be likened to a piece of property with a sign "Will Build to Suit." The tenant comes along, antes up, the landlord builds the building. The tenant commits to a year, then after a year, decides to move out. The landlord still has the building that was built to the tenant's specifications, and now wants to rent it out.
