The phantom users.  We encounter this problem all the time, especially as
most do not change nameservers after they quit hosting their.

Even worse from our perspective, are those who host their domains but do not
remove us as the tech contact support.  Then we get the nasty telephone
calls and email when they spam, etc.

But here is how we handled the nameserver problem.  We have a default set up
in httpd.conf of our two dns servers so that any domain request that comes
into the dns server with our nameservers that is not hosted by us is
automatically generated a page stating we do not host this domain and then
advertises our web site and domain registration services.

As a result we get emails and phone calls about how dare we use their domain
name to advertise our site and services.

We then ask them why they are using our nameservers and request a credit
card to bill for the service, since our web site states that we charge
$25.00 per year for the use of our nameservers if the domain is not hosted
with us or in lieu of the $25 we can use their domain to advertise their
business.

At this point most are willing to remove the nameservers, none have provided
a credit card to pay the $25.00.  :)

The ones that never see the use of their domain, about the only thing you
can do is wait for them to expired.  Or spend a lot of time and effort
tracking them down.
