Can't say I've seen this happening, but I did get a solicitation
from Register.com in the mail (US mail, not email) asking me
to renew a bunch of my domains with them.

"LIMITED TIME OFFER: Transfer and renew your domain name
with Register.com for the low price of $19.95."  It listed
a half-dozen or so domain names that I own, and had a form
to respond and select any that you wanted to transfer.  I
wonder if this is how the transfers were initiated...

Second - can you send me some examples offlist (in one email) of domains
that were attempted without authorization?  I'd like to bring this up
further; the onus of proof is on register.com, additionally, providing
that proof when requested also rests on register.com
