Does the sent and denied messages for .biz pre-registrations mean the
de-duplication is done?  And if so, what was the big rush to close the
queue?

Hrm... this is something we're looking into right now.  Ideally the
messages should go out rather quick (there's not THAT many of them)

We're exploring a better mechanism for time critical updates.
