This is best sent to dev-list; however... I will look into this; my understanding is that if you try to renew a domain for MORE than 10 years (i.e. expiring in 2005 and try to add 9 years), it will renew for the max, and pend the remainder that isn't allowed by the registry. Default business rules for the system is to pend failed business rules order but still return an order ID (for example, as to not freak out your users if you run out of money during an order)
The RCL/API should deny this request immediately. I'll let you know.
