Why does the U.S. Government deny access to the legacy roots by these
private sector companies, while someone in Africa, with little or no infrastructure,
is encouraged to operate a TLD ?

Is racial discrimination a factor ?
Does religion figure into your ICANN decision-making ?
Is the person's sex or sexual preference a factor ?

Why is it that some people "do not fit in the ICANN package" ?
